Victoria Race has led the Rail International, Strategy and Engagement team at the Department for Transport since July 2025. In this role she is responsible for rail-related international trade and engagement, cross-government coordination and communications, and the government’s overarching strategy for rail - including development of the first long term rail strategy. Her work brings together long-term strategic thinking, stakeholder engagement and cross-government alignment on key rail issues.

Victoria has held a range of senior roles across the transport sector, with experience spanning rail, maritime and major infrastructure. Her background combines strategic policy, funding and governance experience with a strong understanding of the delivery challenges associated with large and complex transport programmes.
